Question for Heavy Gear players

I bought the game about 10 years ago, and lost both CDs. Played the second game but was somewhat dissapointed, then stumbled upon this site and downloaded it again.

But one thing that still has me scratching my head is the 'Tour of Duty' mode. All I see is the option to play a series of endless missions, without any real progress in the big picture. The border never shifts and scoring points (victory, intelligence, supply, reinforcement) seem to have no effect whatsoever. I mean in the online help file there are hints about equipment availability, etc.

So I was wondering, is the Tour of Duty game in Heavy Gear broken, or am I missing something?
