I've seen this error message on my pc, what does it mean??

Windows-system error
there is an IP address conflict with another system on the network

Your ip address is shared with another computer that your computer is networked to. You might want to change your ip address so that the error message will stop coming up.

as dragonman said there is a conflict of IP's , you can either change your IP or if you know the person who is having the same IP you can tell him to do that , but it'll be hard to find that out untill you have a good network administrator

its not a large network as you imagining, its just my PC and my laptop

yea but it isnt only your PC and your laptop which are recieving net from that ISP , there might be many others and its a conflict with one of them.
BTW did you change you IP or something cause this appears only if you change your IP or someone else does to a IP which is already taken by someone.

give yourself an ip manually
or
reboot your computer (this way your dhcp will give you a other one)

yea rebooting really helps!
